Man of Mystery

 His identity must remain a mystery to protect his name, rank and serial number from becoming public information. He performs his stunts with his disguise because he's tricky like that. Even with a Snuggie sleeve on his head he commands the world in which he lives. He keeps his subjects under control by making them laugh so hard they won't consider a new Commander.
